You need to add the user to the Provider account #1 (to add the user to Provider Staff members) or to the Reseller account (to add the user to Reseller staff members) on Accounts tab under Top > Configuration Director > Security Manager > All Users > User Name screen.

After that all available roles will be shown for that person.
